The Christchurch City Council has adopted the Climate Smart Strategy 2010-2025, which aims to set a template for the city to respond to climate change. Included in this strategy is an aim to reduce greenhouse gas emissions arising from transport, through good land-use planning & infrastructure design and operation, and the encouragement of walking, cycling, public transport and low-carbon transport technologies. Copies of the new strategy will be available soon through .

With this strategy in mind, it is easy to see why the council have had issues with the Prestons development.
